    Since the division, the Republic of Korea has made efforts to achieve peaceful reunification on the Korean Peninsula. The two Koreas showed a confrontation between conflict and power rather than dialogue due to the Korean War and the North's armed provocations in the early days of the Park Chung-hee administration. In 1972, the authorities of the two Koreas decided to adopt the 7.4 Inter-Korean Joint Statement for the first time at the authorities level and make joint efforts to resolve the division of the Korean Peninsula through dialogue. In the 21st century, it is important to think and practice how the two Koreas will seek dialogue and cooperation for peace and eventual reunification on the Korean Peninsula under the new Cold War structure, such as value competition between the free and communist camps. I would like to find implications in the evaluation of the 7.4 inter-Korean joint statement marking the 50th anniversary.

    The U.S.-China strategic competition has been greatly intensified since the outbreak of the Russia-Ukraine War as Washington seeks to mobilize like-minded countries to fight against the authoritarian regimes while Beijing makes efforts to neutralize its impact in East Asia. Subsequently, Seoul’s strategic leeway in between the great power rivalry shrinks rapidly. Despite the surge of Covid-19 cases and hardships in fighting the pandemic with limited medical supplies, North Korea continues test-firing various types of missiles and putting pressure on the Yoon Suk-yeol administration. Under these strained relations among key players in the region, Pyongyang refuses to resume meaningful dialogue with Seoul, and prospects for reviving the denuclearization process of North Korea remain remote. The East Asia Institute proposes an international panel discussion inviting experts from the U.S., China, and South Korea to explore the possibility that a new change can emerge from the internal dynamics in Pyongyang and examine ways of multilateral cooperation in preparing appropriate policies.

    Due to the geopolitical nature of the Korean Peninsula as a strategic location where the interests of great powers collide, the Korean Peninsula has become a stage for the hegemony of neighboring powers. In particular, as North Korea's nuclear issue has emerged as a key issue recently, the US-China strategic competition over the Korean Peninsula is developing in a complicated manner. Accordingly, experts from Korea and the neighboring four major powers will cooperate to explore desirable policy measures that Korea can choose from in the US-China strategic competition.     In the Eighth Party Congress on January 2021, North Korea presented their policy of normalization through the maintenance and reinforcement of economic strategy. Their stance is described as that of ‘opening a new way of progress’ by confronting the sanctions and pressures of the international community through a ‘full-scale reorganization of internal forces,’ while preserving the attitude of a ‘head-to-head battle’ that was expressed in December 2019. While strategic competition between the United States and China is escalating, the North Korea nuclear issue has worsened as the North implied the possibility of a preemptive nuclear attack after Russia invaded Ukraine in late February 2022, describing the incident as ‘an invasion of a nation’s fundamental interests.’ This session seeks to find solutions to stagnated inter-Korean and North Korea-U.S. relations by examining North Korea’s foreign policy and strategy towards South Korea in the Kim Jong-un era, with a focus on the three areas of military, foreign relations, and inter-Korean relations.

    After the collapse of the US-North Korea summit in Hanoi and the dismantlement of the inter-Korean liaison office in the Gaeseong Industrial Complex, North Korea has maintained a strength-for-strength stance in both relations with the United States and inter-Korean relations while focusing on enhancing its nuclear and missile capabilities. In particular, since the inauguration of the Biden administration in the United States and Yoon Seok-yeol government in South Korea, North Korea has not responded to any attempt by South Korea and the United States to engage in dialogue and cooperation with the Pyongyang regime.

    Peace Game on the Korean Peninsula: Simulating the Denuclearization Negotiations with North Korea

    In 2021, Sejong Institute published a report titled "Beyond Deterrence: A Peace Game Exercise for the Korean Peninsula" with the US Institute of Peace and the Quincy Institute. This report summarizes the virtual role-playing peace game exercise held in October 2021 to produce tangible progress in diplomatic negotiations to improve relations on the Korean Peninsula, strengthen security, and build trust . At the KGFP 2022, the Sejong Institute Session aims to expand last year's experience to predict North Korea's denuclearization negotiations under South Korea's new government based on a virtual scenario and derive feasible policy options. This panel is intended to discuss scenario checks and practices as a preparatory meeting for simulation execution.

In this respects, the CPPD with its "Sustainable Peace Process on the Korean Peninsula and the new East Asia order" perspective aims to develop an opportunity to deliver civil society's message for peace. In addition, we aim to explore what is needed on the civil society level to achieve new peace on the Korean Peninsula as well as share any flexible alternatives to the current direction.

    This session examines the recent trends of changing dynamics of great powers and seeks out a response strategy of the ROK government. Aggravating competition and conflicts between great powers will inevitably cause complex and multi-layered impacts on a geopolitical hotspot—the Korean Peninsula. Regional uncertainties have intensified with changing dynamics among the US, China, and Russia.     In 2022, the new government announced the establishment and implementation of the "South-North Joint Economic Development Plan" that combines economic development plans in each field, including infrastructure, and it is necessary to present a vision to build land transport infrastructure on the Korean Peninsula. In this session, we would like to present the vision of expanding the Korean peninsula's economic territories and promoting the inter-Korean joint prosperity by connecting Eurasia beyond the north and south. In line with our vision, analyze on the role and effectiveness of transportation infrastructure on the Korean peninsula in the inter-Korean economic development plan, and find an efficient construction plan considering the role and function of land transportation and a step-by-step strategy for the progress of denuclearization.

    North Korea's energy and food shortages, and the forest damage caused by accelerating climate change on the Korean Peninsula show the need for North and South Korea's climate cooperation and joint response. In particular, at a time when both North and South Korea's relations have been stalled due to the North Korean nuclear issues, the improvement of South and North Korean relations through climate change cooperation, and the sustainability and revitalization of the green economic cooperation are being discussed as the new "Green Detent." The joint response to climate change through South and North Korean climate cooperation can be expected to spread to related fields such as disaster management, energy industry, forest restoration, and water resources. Therefore, inter-Korean climate cooperation can play an important role in sustainable North and South Korean economic cooperation and the Korean peninsula peace treaty from the viewpoint of strengthening North Korea's capacity to adapt to climate change and achieving Korea's greenhouse gas reduction goals(NDCs) at the same time. This session aims to spread cooperation with the international community and discussions on the green community on the Korean Peninsula by presenting a new vision and task of Green Detent through South and North Korean cooperation on climate change.

    On May 22, the new government presented the 'South-North Joint Economic Development' plan as a national task, and included vision presentation and implementation that linked to the denuclearization process by integrating economic development plans by sectors of infrastructure, investment, finance, industry and technology. The joint economic development of the two Koreas should be embodied in consideration of the environment such as North Korea's nuclear development advancement, US-China conflict, strengthening of comprehensive strategic alliance between Korea and the US, the fourth technological revolution and climate change. It is necessary to examine the core goals, tasks, and specific strategies of the new government's joint economic development, as well as the common trends and differentiation of the previous government's economic development plan. This forum will suggest and discuss various issues of inter-Korean joint economic development such as resumption of Gaeseong Industrial Complex and inter-Korean cooperation project including the environmental changes inside and outside Korea and the experience and improvement of the existing South-North Korea.

    The UN Office of the High Commissioner for Human Rights and the UN Special Rapporteur on the situation of human rights in the DPRK have repeatedly emphasised the need for a dual approach of engagement and accountability for advancing human rights in the DPRK. This consists of continuously monitoring and documenting human rights violations and exploring the full range of possibilities to securing accountability, alongside offering constructive engagement to find solutions to the human rights issues in the DPRK. Accountability for human rights violations is important to pursue justice, uphold the rights of the victims, deter future violations and address long-standing impunity. Human rights improvement in the DPRK also requires investment in cooperation and engagement to promote human rights dialogue and provide avenues and entry points for the DPRK to establish trust and confidence which in turn would pave the way for increased communication for substantive human rights improvements in the country. It is in this context, that this session is being organised to explore the possibilities, challenges and practicalities of pursuing a dual approach to advancing human rights in the DPRK. The session will therefore explore practical measures of advancing human rights in the DPRK particularly exploring what truth and accountability options can be pursued, how diplomatic engagement for meaningful dialogue on human rights can be pursued and how the UN human rights mechanisms and UN agencies can be instrumental in bringing human rights improvement in the DPRK. The session will also take stock of the approach pursued by the international community to date and what needs to be improved or done differently so that the DPRK could be interested in engaging in improving human rights in the country. The session will also explore synergies between humanitarian/development assistance and human rights advocacy particularly in relation to achieving economic, social and cultural rights. The session will bring together experts from the UN, civil society organisations, legal experts and academics.

    Under the Biden administration, US-China strategic rivalry has evolved to strengtheninginternational coalition to check China in a multi-dimensional way based on US alliance systemand international partnerships.     Discussions for a joint response to the internationally serious climate crisis are intensifying. Accordingly, the value of PFI is being revalued. The Yoon administration also proposed the promotion of the ‘South-North Green Detent’ such as joint response to climate change and disasters and forest cooperation.     The geopolitical restructuring triggered by the Ukraine War has created a shockwave that has unsettled not only inter-Korean cooperation but also the overall security of the Korean Peninsula. Ukraine's Cooperative Threat Reduction (CTR), which was originally considered to be a successful denuclearization program, was viewed as an unreasonable alternative. The reason for this is because Ukraine succeeded in denuclearization but it failed to guarantee security. As Russia became the target of economic sanctions, the effectiveness of economic sanctions on North Korea decreased. While the economic sanctions imposed on North Korea did not lead to denuclearization, they did succeed in isolating the North Korean economy and limiting its actions. However, as the target of economic sanctions expanded, the restrictions were weakened. The weakening of the Helsinki process, along with Finland's accession to NATO membership, also undermined the structure of the Six-Party Talks, which were created to ensure security for the Korean Peninsula. It is time to consider the situation and acknowledge that the security system is being dismantled.

    Engaging North Korea in stable structures of international and regional cooperation is among the major challenges for both the regional players in the (East) Asian region and the international community at large. Yet, in the context of the looming nuclear crisis on the Korean peninsula, many bilateral and multilateral channels of communication with North Korea broke down, and Pyongyang’s decision to enforce a national lockdown as a means of dealing with the global Covid pandemic has further limited the possibilities for communication. While diplomatic and multilateral international cooperation with North Korea thus decreased significantly overall, environmental issues such as climate change and coastal protection are among the few areas in which North Korea is still actively participating and has, in fact, shown high interest. This panel analyzes North Korea’s participation in international environmental institutions, focusing on three particular cases, i.e. the United Nations Framework Convention on Climate Change (UNFCCC), the RAMSAR Convention, and The East Asian Australasian Flyway Partnership (EAAFP). The panel brings together scholars and practitioners engaged in the issue to discuss possible motives of the DPRK to participate in these institutions, evaluate tangible outcomes and address specific challenges as well as structural particularities of these engagements.
